Summer of 2024 officially begins on Thursday, June 20, 2024. This is the earliest start of summer since 1896, or 128 years. El Niño and La Niña create shifts in weather patterns and precipitation forecasts. NOAA predicts a higher than normal level of hurricane activity for the coast.
The Lone State, as a whole, is expecting above normal summer temperatures. Rain chances for the Rolling Plains to West Texas are expected to be below normal. As of May 2024, the Panhandle, all of West Texas, and the Lower Texas Coast is in DO to D3 drought stages, with a few tiny areas in the D3 stage.
NOAA projects areas along the Gulf Coast and in North Central Texas will experience equal chances either above or below normal precipitation levels. Reuters reported that there is a “one-in-three chance that 2024 will be warmer than 2023 [in Texas 2024] and a 99% chance it would rank among the five warmest on record…El Niño conditions will likely transition to La Niña during the summer and fall [2024].”
What Do the Drought Ratings Mean?
The U.S. Drought Monitor (USDM) uses five categories of drought levels:
- D0 abnormally dry
- D1 drought – moderate
- D2 drought – severe
- D3 drought – extreme
- D4 drought – exceptional

A lake’s water level in feet is a measurement of the height of the water’s surface above mean sea level (MSL). MSL is the average height of the ocean’s surface between high and low tide. For example, a lake level of 35.50 feet is 35 and 1/2 feet above MSL. This list of lakes is alphabetized and covers most major Texas lakes.
